a gtx 750ti only eats 75w at the most, no way you need a 400w psu for it.

The 750 Ti has a maximum theoretical usage of 146W.  And it's not going to actually use anywhere near that.  Add that to the ~60W you're currently using.

1.) Yes, that PSU can handle this system

2.) You could also use GTX 750 or 750ti, GTX 1050 or GTX 1050ti, RX 460, RX 560 (just make sure they don't require additional 6-pin power connector, some do)

3.) Your Celeron will most likely be an "issue" even for the above mentioned GPUs, despite them being quite low-end, so I would recommend going with something cheaper than GTX 1030 -> therefore used GTX 750 or 750ti could do.

No, because it sucks ass.  It's a terrible GPU.  Just because something has a bigger number, that doesn't mean it's better.

 

Get a 750 Ti, a 1050, or a 1050 Ti.  Your PSU can run them with plenty of power to spare.

Are you sure? It's actually a PC we share at home and I don't want to ruin it. The CPU will bottleneck things anyway... also on the market there are almost only overclocked 750 ti...

Yes, I'm sure.  Many of us have told you several times.  And after-market overclocked ones aren't OC'd enough to even matter.  Save money and buy a better GPU for less money.

3.0/2.0 refers to the generation of the Pci-e on your motherboard. irrelevant for gaming, almost margin of error difference. they're intercompatible. the X16 refers to the lanes of the pci-e slot.

This is LGA 775 system right? I think getting This PSU can't go wrong (as a new one)

-Frequencies DON'T represent everything and in many cases that is true (referring to Individual CPU Clocks).
