GPU fan speed stuck at 20

Hi everyone,

 

I have repurposed my machine to a storage machine and so I have turned off all the fans except for the GPU fans. 

 

There is a BIOS limit at 20%~900RPM and this wouldn't bother my normally at night it is pretty loud, 3 fans at 900RPM. 

 

I have saved the BIOS and modified it and than used nvflash to update to the modified BIOS. Now in the bios the min fan speed is 0 but MSI Afterburner still can't go below 20. 

 

Is jt possible to change the min fan speed, is there something I'm missing?
