24 pin is for the motherboard power, the 8 pin can be either PCIe or cpu power.

 

If you want all matching cables then yes, get both, especially if you mean PCIe 8pin (assuming you have a gpu, and that requires an 8 pin connector). the cpu one won't be seen very much.

A 8 pin connector is for the CPU and the 24 Pin connector is used to power the motherboard, So yes if you want all the cables to be sleeved then get both

(Just gonna assume you're talking about the Z270 Pro Carbon) you will need the 24 pin and 8 pin (sometimes called 4+4 pin) connectors
