Could you remind me again in about 9 1/2 hours? I get home then and I also have a Z170 MSI board, so I could look in the settings and see where you can fix the CPU frequency.

Aha. Could you click the CPU ratio and set it to 40? After that under the adjusted CPU frequency it should say CPU ratio mode. Click it and set it to fixed.

system would of died because their wasn't enough power, the CPU needs a minimum amount of power to function

i think for skylake it's 1.5-1.6 volts

And you set it to fixed right?

A few things you could try:

-Updating bios

-clearing cmos

-playing around with LLC a bit, maybe try putting it at level 1 or 2

That just tells you the range in which the multiplier can jump.

At this point, the best I can really think of is just to reinstall windows :/

do not forget switch on motherboard

Regarding your concern, firstly, please make sure that the Slow 1 switch is setted to Normal mode.Secondly,if the issue persists, kindly please enter bios to set the Intel Adaptive Thermal Monitor to disabled to check again. Please refer to image below for a try. Thanks!

and if does work use ThrottleStop this is my setting in image
