Unigine Heaven reports the wrong amount 

MSI Afterburner and GPU-Z have always been accurate for me

You can crank the Core VOltage % all the way to 100% - it only adds about 0.30 Mv and is perfectly safe

Alright so although I haven't run any several hour long stress tests yet, but the highest my 3GB MSI GTX 1060 Gaming X has reached is 2126 on the Core & 4604 for Memory. That's from adding +160 & +600 respectively, without any additional voltage percentage just fan adjustment & power limit at 108% (max). Those are the MHz Unigine Heaven & Valley are reporting though, while Afterburner claims 2063 Core & 4608 Memory.

1: Which do I believe or should I sooner trust HWMonitor over either?

2: Should I do the same many recommend for CPU's & just put my GPU Core Voltage at 100% too, then slowly dial it back until whatever max Core Mhz OC I find becomes unstable?

3: The +600 on Memory is the highest I've read in recommendations elsewhere, but how much farther do y'all think I should push it?

4: Should I OC Core & Memory separately at first so when a crash occurs I can more easily narrow down the cause?

 

5: Is my fan curve alright or could it be improved for reduced noise & equivalent cooling?

Wow your fan profile is really aggressive

i leave mine on auto and it never pushes my GPU past 63c while holding my overclock (and fan speed never goes over 55% for my card)

 

the GTX 1060 is a really efficient card i dont think you need an aggressive fan profile

you cant overvolt pascal. thanks nvidia

and so long as its stable it doesnt matter which is right. just keep inching upwards

is it overvolting though?

without touching the Votlage my GPU never went over 1.063v and my card wouldnt be able to go past 2007ish MHZ in games

after maxing out the voltage adj to 100% it hits the 1.093V limit for the pascal card and im able to hold my 2100+ overclock

 

(temps were not a variable, did my testing with 55%fan speed with temps never going over 63c in each case)

i dunno. maybe the manufactures lowered iot in the bios? still, 40mv is insignificant.

Yeah I copied it after the curve JayzTwoCents has in his Pascal overclocking guide. I'll start pushing the Core as far as it can go with max voltage then but what about memory?

8gbps is fine, though if you want you can go up

i recommend witcher 3. trust me, an hour of that will root out any instability. also, make sure that you arent powerthrotteling. ive played through heaven with a 1430 overclock on my 480, and in withcer 3 i cant even go over 1412.
oh and when gddr5 crashes due to an instability, expect a blue screen AT BEST, and a solid colour/black screen usually.

Yeah you can. They just have a hardware limit that you can still get around with physical modding. No BIOS modding though

Nvidia has had issues with people overvolting their GPUs too much and blowing them up. This has happened with the GeForce 400 and 600 series, and so they decided to lock it down to a certain limit to prevent people from blowing them up. Mind you that Pascal is also very sensitive to voltage changes beyond 1.093 volts due to the 16nm manufacturing process.

yeah 16nm excuse is bs. im running a 14nm 480 on 1.275v just fine. and they could easily have prevented that by locking out the voltage through vbios. 
they just didnt want to spend money. this is not new to nvidia

yes i have. again, easily fixable with a bios lock, only allowing skilled overclockers to do it. nvidia cheaped out.
and the 480 has MORE transistors on a smaller process. 480 has 5.7 at 14nm. the 1060 has 4.4b at 16nm. so either the chip or cheap or the vrms are cheap. both look bad for nvidia.

If a crash occurred in a benchmark, wouldn't it just crash that & not my whole PC?

haha, nope. if youre lucky, your drivers will crash, and may not recover, requiring a restart. often your computer will just crash completely and needs to be unplugged.
