get a random mobo and a random case and a random video cable and plug it in

gonna cost you $50 at most

cause you just want a build so that you can plug it in right? does it need to be functional?

Get a dead mini-STX, and you can literally plug your TV in. Small and cheap (or free) .

 

What do you want to do on your TV ?

 

If you want to watch movies and so, why not just go with something like Nvidia Shield ? And you can even play games with it (even though I think you need a subscription and good internet connection to do that).

 

If, on the other hand, you are going to use it for casual gaming, a mini-STX is something small but don't know if you would define them as cheap (I wouldn't).

 

Basically, small and cheap do go together, unless you wanna compromise on performance, or if you consider 1000 (more or less) USD cheap.
