Moving mouse causes videos to lag

Hi, My computer isn't even less than a few months old.

 

When ever i watch a you tube video it always lags but not the sound. It was running fine for a month or 2 until recently, not sure what is causing the issue. If i leave some applications open and run a game it does the same thing when i use the mouse.

I have tried new mouse, keyboard with no luck, updating windows and programs, i've even done a fresh instal and it still does the lagging.

Wondering if anyone knows the cause to this as it's really starting to do my head in.

 

Specs are as follows

CPU: I7-7700K 4.8ghz with thermaltake ring 3.0 360mm

MOBO: Gigabyte Auros Z-270X-Gaming 5

RAM: GSkill Trident Z RGB 3200mhz

GPU: Gigabyte GTX 1070 G1 Gaming

HDD1: M.2 1TB Samsung EVO

HDD2: m.2 1TB Samsung EVO

HDD3: 4tb Seagate

 

Using Razer Diamond back mosue and deathstalker keybaord.

 

It has really stumped me on this issue.

How much RAM do you have? And what browser are you using?

I would run a virus scan malware scan and all that jazz. Those symptoms sound it could be that
