Had the exact same issue a while back, ended up being an issue with Logitech gaming software for my G502. - This might make sense since you said your mouse flickers.

If you have that mouse or use Logitech gaming software it's a possibility, just disable it at startup.

Does anyone here hear the device connection sound soon after you land on the desktop? Because i have removed every usb device and this is a clean install of windows.

Harddrives configured as hotplug? Bluetooth devices? WLAN Printer?

Main System:

Anghammarad : Asrock Taichi x570, AMD Ryzen 7 5800X @4900 MHz. 32 GB DDR4 3600, some NVME SSDs, Gainward Phoenix RTX 3070TI

 

System 2 "Igluna" AsRock Fatal1ty Z77 Pro, Core I5 3570k @4300, 16 GB Ram DDR3 2133, some SSD, and a 2 TB HDD each, Gainward Phantom 760GTX.

System 3 "Inskah" AsRock Fatal1ty Z77 Pro, Core I5 3570k @4300, 16 GB Ram DDR3 2133, some SSD, and a 2 TB HDD each, Gainward Phantom 760GTX.

 

On the Road: Acer Aspire 5 Model A515-51G-54FD, Intel Core i5 7200U, 8 GB DDR4 Ram, 120 GB SSD, 1 TB SSD, Intel CPU GFX and Nvidia MX 150, Full HD IPS display

Nothing like that. It doesn't happen in safe mode though.

Safemode isn't firing up all specific drivers. Usually using internal generic stable ones. That why the screen resolution usually is different. 

 

You could take a look at the device manager and watch for things installed multiple times. There were errors in hardware recognition in older windows OS es which lead to the same device installed over and over again. Like a keyboard 10 times, the mouse 20 times etc.

My mouse does flicker when the sound occours but unplugging the mouse proved not to be the problem.

Seems like a USB driver issue from that little I now know. 

 

Try to get all the drivers up to date. Not using MS update but at the manufactorers..

Yeah, it's a great mouse but the software was highly annoying, looks like they still haven't patched the issue either.

Wow, they still have the same problem in 2020.

The sound doesn't really bother me now that i know where the sound comes from.
