anything over 8 ports and a gigabit

The TP-LINK TL-SG1016 is probably going to be the best you'll get over 8 ports (basically means you'll have to get 16 ports, just how switches tend to work). £60, but there's not a whole lot in terms of 16 port, gigabit, rackmount switches.

You could have a look around on eBay to see if you can find anything. Sometimes some business class switches come up for cheap. 

Could you give us an idea of features that you need from the switch? Things like LACP, SNMP etc. etc.? 

 

If it's just an unmanaged switch, pretty much anything Gigabit from a reputable brand like Netgear or TP-Link will do well.

"good" switches usually aren't cheap but one from a reputable brand might suit what you're asking for.

This is £11.52 over budget: TP-LINK TL-SG1016D 10/100/1000Mbps

You might be able to find a similar variant cheaper but I set it up in my parents house a few years ago and its been reliable.

going rackmount and new.. that's probably your cheapest bet..

 

that said, for rackmount switches it's REALLY worth it checking for datacenter surplus in your region, those things often go for rock bottom prices.

It seems like the used switch and general networking market in the UK is kind of crap. We do get some, but compared to what is around on eBay in the US, it really sucks. 

 

I'm currently considering importing used 10GbE switches from the US as it's so much cheaper than what is available in the UK. Even when factoring in import fees, it's like 1/4 of the price you'd pay in the UK.

datacenter surplus isnt as easy to find as ebay tho, there's places that specialize in taking what is E-waste for a datacenter, and flip it on the cheap. saves the DC the e-waste bill, it makes them a nice buck, and it gets you a rock bottom priced switch.
