High CPU usage on an i7 2600k

I loaded gta 5 after a long time on my PC and this time decided to monitor my CPU as I was going to order a gtx 1060 a few minutes  later

I was getting 60-100 usage in gta 5

And another thing I wasn't even able to get 60fps on lowest settings on 1080p

I used to get it before on 60 somehow

I7 2600k 3.4ghz

Dh67bl Intel mobo

8gb ddr3 1600mhz corsair vengeance

550w CM psu

Gtx 750ti factory oc'ed

ALSO MY CPU STAYS 50 C ON IDLE AND 60-70 ON LOAD

Maybe check your drivers. I have an i5-2320 3GHz + RX460 4GB and can play GTA V at 1080p @ High settings with 55-85fps (CPU usage is 70-80% and GPU is pinned at 100%, also I have things running in the background). And like Damascus said try reapplying thermal paste. Is the problem only in GTA V or in other games, too?
