I was wondering if this loadout would work together.

MSI Gaming AMD Ryzen B350 

Corsair Vengeance LPX 8GB (2x4GB)

Gigabyte GeForce GTX 1060 Windforce OC 3gb 

1. Can I overclock the CPU with this motherboard?

2. Is the ram compatible?

3. Is the GPU compatible?

4. Will I get at least 60 FPS on the games listed below?

get an RX 470/570 instead of a 1060 3GB

get a 1600 instead of a 1500X

There's no SSD, and only 8GB of RAM (which were both parts of your original build anyway)
If you step down to a less beautiful case, you can either get an SSD or another 8GB RAM. (I'd recommend SSD first.)

A $70+ dollar cooler is a waste in a $750 dollar build.  You are wasting almost 10% of your budget on a cooler.  The Cryotech H7 should be good enough to cool an R5 1600 while overclocking for about $35.

This is what I would go with personally for $750.  Sometime in the future you could pick up a 1 TB hard drive for extra storage, but this should be fine.

you can buy a windows 10 OEM key for $30 or less from kinguin.

 

looks like a great build.

however, the AMD stock cooler is really good, and I OC'ed the 1600 to 3.7 on all cores on the stock cooler, but I could've definitely went higher.

 

you may want to consider an HDD first, and then adding a cooler later, but it's your choice.

 

There's also a cheaper MSI B350 motherboard if you want, which also has no rebate - I'd suggest that one

yeah seems fine but i would recommend a better power supply and faster hard drive if you have the money :}
