So I recently upgraded from a gtx 970 to a gtx 1070, and I noticed that my fps either did not increase, sometimes a little, and sometimes decreased!

Especially in games like gta 5 my fps is on, sometimes below 60 fps. I also noticed that my cpu usage is sometimes on 100%.

I was wondering if my i5 4460 is bottlenecking my gtx 1070, and if so, what new cpu I should get.

Full spec list:

intel core I5 4460 @3.2 ghz

msi geforce gtx 1070 8g

Kingston HyperX FURY Black 16GB @1866 mhz

msi h97 pc mate mobo

windows 10 anniversary edition

cooler master 700 watt psu

I don't really want to upgrade my pc again, because I'm pretty short on money and I want to save money for my drivers license :P

Is my current cpu really bottlenecking my pc or is it just grand theft auto 5 which is just hard to run?

@Bazzz

Best choice right now on a budget is the R5 1600 6c/12t that's 2 more cores and 3x the threads of your old i5, which a cpu heavy game like GTA 5 needs. Do NOT buy a 6600k or 7600k, these are incredibly bad value since the launch of Ryzen 5.

That's a bit specific. Not really a "great" upgrade, but sure.

Well going from a 970 to 1070 should be and upgrade in every way, that your FPS is decreasing means something is off to me.

Even if the 4460 is a bottleneck you'd still get an increase in FPS as long as your former 970 didn't hit the bottleneck from your CPU in every title.

Ryzen 7 or i7 would be a proper upgrade for what your looking for if you want to hit higher refreshrates like 144Hz.

What is your goal?

EDIT:
GTA is a CPU hungry game.

Yes in games like GTA V the CPU is definitely the issue.

Don't bother to upgrade to newer i5, just get Xeon E3 1231 V3 or i7 4790k and you will be fine, it will be better than Kaby Lake or Skylake i5.

This question was kind of a sequel to the other question i asked.

I still don't have a clear awnser to that question, so maybe you guys could look into it?
I asked the full question here: https://linustechtips.com/main/topic/762870-low-fps-with-gtx-1070-i5-4460/#comment-9640035

So, what all of you guys together tell me is that I should get a new cpu, but that a newer I5 won't be any better.

Is it really that important? is there anything else I can do to increase performance?

I dont think my motherboard supports overclocking so that wont work either :/

give me all you guys got. I really appreciate the help!

4 of us clearly said what to upgrade. Even the i5-6600k will bottleneck a GTX 1070 in games such as GTA V, your best bet as stated is a used Xeon 1231v3 which is like a locked i7 or an i7-4790k or i7-4790. Whatever is cheapest

You could try locking all four of your CPU cores at the max boost frequency of 3.4Ghz.

Sure its only 200Mhz extra but its free.

Haswell still has legs on it, you could probably sell your 4460 and pick up something like a 4590 for the same kinda price.

That would be an extra 10%-15% CPU performance there for you. Which you could again lock all 4 cores, this time at 3.7Ghz

I would recommend going for an i7-4790k. It is a great CPU and you won't need to change your mobo, ram, etc.

CPU: i7 4790K @ 4.5ghz | Mobo: Asus B85MG | RAM: Corsair Vengence 16GB 1600Mhz | GPU: R9 390X

SSD: Kingston 240GB | PSU: Corsair CXM 600W | Case: CIT Dominator + 6 Corsair AF120 Fans all around |

CPU Cooler: Cooler Master TX3 | Monitor: BenQ XL2730z 144Mhz 1440p |

Keyboard: Corsair STRAFE | Mouse: Razer DeatherAdder Chroma

Yes, in games that can take and will take advantage of multiple threads (so GTA V, BF1, Watchdogs 2,... for example), the i5 is really getting put to its knees. In such games, the extra 4 threads from i7 will help you a lot. There are not many games like this yet, but it looks like that more and more games will be utilizing multiple threads.

The reason why Xeon E3 1231 V3 is recommended for you is because it is basically i7 4770 clocked at a 3.4GHz base - 3.8GHz boost, it doesn't have integrated graphics and therefore it is significantly cheaper.

The reason why i7 4790k is recommended even though you cannot overclock it is because it has a 4.0GHz base clock which is really nice step-up from the Xeon or i7 4770/k if you cannot OC.

@WereCat I checked out some stores in my town and a I7 7700K has the exact same price as the I7 4790k. Wouldnt it be a better idea to get the 7700K and a new motherboard? Right now I have a msi h97 pc mate motherboard which doesnt even support overclocking nor SLI.

Wont a 7700K and lets say a 70 euro's MSI H110M GAMING be a better idea than buying an older I7 because it fits my motherboard?

I could sell my current I5 and motherboard. A second hand I5 4460 still costs about 120 euro's here. in combination with my motherboard it could be worth like, 160 euro's?

For 7700k you also need DDR4 RAM which is currently very expensive, not just a new motherboard + CPU.
