Use of cotton under parts for protection

So i am currently building my pc and i was wondering if i could use a 100% cotton mat/towel thing under my psu and case so they dont scratch on my desk.

Im worried it will cause static electricity though.

Shouldn't cause static electricity but you should be careful if the power supply has the fan on the bottom, there should be some space between the power supply and the mat, maybe 1cm (half an inch) at least.

The cases usually have rubber feet, so they don't really scratch desks.

well, yes it can, but I wouldn't worry about it unless you live in an area with dry air. Generally once it is not synthetic it's fine. The case and PSU aren't ESD sensitive and the case itself is a Faraday cage, just don't put anything into it and it's fine.
