Here is the exact build I just did, it comes in under your budget which leaves room for a better CPU cooler (That's what ill be doing), or more RAM, a better PSU, extra fans, whatever you really want to do with $60. You could easily swap that 480 for a 580, I would just base it on current sales etc. Yes, the Ryzen has more cores, but this is what I have actually had hands on experience with so I feel more comfortable recommending this. Also, the extra wattage in the PSU gives you more room down the road if you choose to upgrade anything.

 

I play my games on 1080p 60FPS at Ultra settings with zero issues. DOOM, DOTA 2, Rainbow Six Siege, and a few others. I know they aren't the most demanding games, but this rig should run a majority of games at max setting with no issues.

If you don't need 240 GB SSD you can get one with lower capacity or completely skip it and get a good cooler to OC the cpu.

AIOs like that are just a waste of money. :/

More noise. More money. More prone to failure.

 

And you may as well just get an RX570 when it comes to 1080p. Plays just about everything 60fps+ at high/very-high which usually looks the same as "ultra" settings. The extra CUs on the 580 don't get much use at 1080p.

That is a better build, and other part choices are quite good, but you could get a Le Grande Macho for $65 which is 140W TDP of cooling with no noise at all.  140W TDP is plenty for a 1500X or even a 1600X.

 

You could also get a $140 512GB SSD like the ADATA SU800 instead of the ssd & hdd combined cost. I would also highly recommend doing that and just add an HDD later when you run out of space. 500GB is a good size.

 

Anyway. This is general build I recommend for budget 1440p 60fps high/vh/max settings depending on the game, which is under $900 if you drop the $550 monitor and Windows

Increase RAM to 2x8 GB if you'd like. Could also consider the B350M mATX Prime board, Gigabyte Gaming 3, and a more premium case.
