am not really that bothered by it honestly rather not run the risk of bricking the card

it has a bios switch ;) maybe able to flsh just the silet mode, then if you brick it you can just switch it... but the likes of it being bricked are basically zero... most card bios updates are done within windows.

what happens if you overclock it and it overvolts and pops a votage regulator cap  theres risks with everything

Runs it at a much higher voltage than 480's currently have(1.2v or so?) as far as i know, probably not the safest option.

Googling shows that Wattman can do up to 1150mV. Could configure more than that though. Stock 480 volts looks to be around 1000mV to 1025mV usually, as "high" as 1100mV under load.

So not it's not "much higher" at all. And it's OK to run 1200mV daily.

so if i put it to 1050 in wattman it will be safe ye and then just find a stable clock speed

1050mV is fine. Alternatively go as far as possible on stock volts and then start adding additional volts.

Yes and it has the worst vrm of all the rx480 as well so it's most likely to die

Personally I would only set power limit to its maximum and leave the voltages alone, the performance gains from tweaking it are too small to really be worth the risk of permanently damaging the card in my humble opinion, but follow what @DildorTheDecent said and good luck with it.
