Sounds like it's dead. You can try to pay for recovery, or try the various methods such as freezing (there's an LTT video on this) at your own risk.

Main System: Phobos

AMD Ryzen 7 2700 (8C/16T), ASRock B450 Steel Legend, 16GB G.SKILL Aegis DDR4 3000MHz, AMD Radeon RX 570 4GB (XFX), 960GB Crucial M500, 2TB Seagate BarraCuda, Windows 10 Pro for Workstations/macOS Catalina

Secondary System: York

Intel Core i7-2600 (4C/8T), ASUS P8Z68-V/GEN3, 16GB GEIL Enhance Corsa DDR3 1600MHz, Zotac GeForce GTX 550 Ti 1GB, 240GB ADATA Ultimate SU650, Windows 10 Pro for Workstations

Older File Server: Yet to be named

Intel Pentium 4 HT (1C/2T), Intel D865GBF, 3GB DDR 400MHz, ATI Radeon HD 4650 1GB (HIS), 80GB WD Caviar, 320GB Hitachi Deskstar, Windows XP Pro SP3, Windows Server 2003 R2

If there's any valuable information on the hdd I personally wouldn't try it, I'd take it to a repair shop, they'll charge you approximately 500 bucks for it. If there's no valuable info on it just give it a try. be sure to not scratch the platter though.

-have you tried reseating the wires?-

Go to disk management and look if it shows up

Install windows on the new HDD, then plug in the old one and see if it shows up in windows so you can pull the files off.

I've ruined a hdd once by plugging in a laptop charger accidentally, all my photo's were on there :( still hasn't been fixed (always keep backups of your stuff). Maybe it was a power surge or something and it blew up the power circuit.

Once it's dead it's dead. Unless it has top secret government information on it it's really not worth recovering.
