Not really ... if they nothing conducting the heat away from component the air flow won't help it much. The reason is because it conducting the heat away from the component and than cooling down with air, it far more efficient.

second design is better seeing as you dont exhaust the heat back on to the motherboard and then intake the hot air again and so on, the second design on the other hand will exhaust the heat out the back of the case. the first design has more fins and can be made in more sizes to fit the cooling need better, the second one limits you to a single size more or less.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

It is because all air that affects the gpu heatsink is delivered to it via it's fans, and air that comes from the front of the case is so insignificant that it makes 0-0.0000000001% difference in gpu temperature.

It doesn't really matter. Unless you got a wind turbine for a front case fan it's likely not going to do any good for your GPU. Sure maybe it would help and maybe you'd get half a degree lower temps but if it really mattered manufacturers would be doing it.
