Software issue not reporting the actual load? Reading wrong GPU/iGPU?

So I ran furmark's stress test and general test, and my GPU seems to be working.  I don't know why it doesn't apply its power in games though.

Nvidia controll settings, change power management mode to maximum performance

So, I've tested numerous games and almost all of my Steam games are below 5 fps and all low demanding games such as minecraft are 30 fps, which I usually get well over 600-1000.
