GPU stuck on 2% load even while gaming?

Please help.  I'm running a 4460 with a Gigabyte G1 Gaming GTX 960.

Software issue not reporting the actual load? Reading wrong GPU/iGPU?

So I ran furmark's stress test and general test, and my GPU seems to be working.  I don't know why it doesn't apply its power in games though.

So, I've tested numerous games and almost all of my Steam games are below 5 fps and all low demanding games such as minecraft are 30 fps, which I usually get well over 600-1000.

Ill try this.  Right now I'm installing the new nvidia driver.
