Typically the HDD LED Indicator (HD_led) tells you when their is activity occurring on a storage drive such as the boot drive or a secondary drive. It tells you when information is being read or written to the drive.

 

In your instance with the limited information provided I'm thinking the system is searching for a boot drive and maybe cannot find one.

I have my Motherboard in my case with my psu hooked up, i also have my CPU, Ram, GPU, and all the cords meant for it hooked all to the power supply. When I start up the power supply and press start on the motherboard the number light thing above the start button will flicker on and off on and off along with the power supply, I can try and send in a video of what is happening if it doesnt make sense.

i3-4170

gtx 1060 3gb

8gb ram

1tb hard drive

evga 550w +80 gold power supply

asus maximus vi hero mobo

and a deep cool case

It should boot into BIOS without the drive plugged in. Is the little screen that's flashing showing a specific code?

well no how do i hook the whole computer up to my pc? all it had are hdmi's and my GPU had the white vga cable plug in on the back

You shouldn't need VGA and HDMI. It would be helpful if you could provide some pictures so we can see a little better what's going on.

Yes, potentially, because the purpose of that little box is to spit out error codes when something is wrong, so you can look them up and figure out the problem easier.

We can get to that later once you are booting at all. You don't need it right now

Depending on the front pannel of your case there will be two usb ports, two audio ports, and a power button. They have specified leads coming from the back of them. On your mother board there will be at least two usb pin boxs and beside those will be 4 pins, then underneath, 5, on far left top make: green white lead on top left but green on the left. Followed by blue white, blue on left. Underneath the green make it red, followed by white, followed by orange, followed by white, and it should work

Well to start, there is no cooler on your CPU. That is not good. Don't start it again without one on. Do you have a stock Intel cooler or some other one?

That's just for the front panel of your case. Since you motherboard has a power button you can use, that's not important right now.
