Back to the problem, that looks like something is not receiving power. Check to see if you have the CPU power cable plugged into the motherboard from the PSU. It'll be the little eight pin near the top left.

Have you tried letting it go longer to see if it actually boots up? One of my computers does it sometimes.

I can try, how will i know if it boots up, since i dont have any video cables or anything hooked up

Fans will spin like normal. Also see if the memory stick is seated properly.

I think it is because when i pushed it down it locked into place

Well just hook up an HDMI or something from the graphics card to your monitor. Sorry man I need to get some sleep, but again check to make sure that CPU power cable I was talking about is attached. If it's not that, hopefully the other guys in the thread will fix you up

System should've been tested outside of the case beforehand to check for faulty parts. You seriously only need to put memory and cpu in then plug the 8pin and 24pin to have it boot up.

Its still doing that loop thing, I have the ram, power supply, cpu and cpu fan hooked up and the front panel stuff

Something must be faulty then if it doesn't want to boot. Do you have more ram that you can try?

Only one stick of very old 512mb ddr2 ram. If it is anything what do you think it is , motherboard, cpu, or the ram

There is an orange led that turns on sometimes that says by it HD_LED

Do you see a number flash up when you boot it? If so try and find that number in the motherboard's manual and that'll tell you the problem.

Well it pops up for half a second then goes away but it says 00
