reset cmos

take out your 2x4gb ram sticks

plug in all the cpu power pins, the 20+4 motherboard power, sata power to your ssd/hdds, and the 8 pin to your gpu (+6 pin if you have that, same with +8 pin)

plug in HDMI/Whatever to your GPU (not the motherboard)

make sure PC is shut down during this, with the power supply ticked off and power cable unplugged

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

The UPS has a maximum power draw of 330W according to it's spec, try without the UPS.

This is what AsRock recommends:

Have you tried bread boarding your system to rule out that your board isnt being shorted?

I had this same issue last month and it turned out to be a USB header from my front panel that was shorting my enitre system.

Try booting while bread boarded with just the bare minimum hooked up.. PSU, GFX (if you dont have on-board video) and your CPU cooler as well as just one stick of RAM in slot 1 (check your mobo manual).

Hopefully it'll boot!
