sure it can, most programs you listed are just background programs that do not use much resource, except for chrome but that wouldn't be hard too

Yeah it's great for non-demanding things in the background.

stuff like chrome and steam usually only take up RAM, and only an extremely small amount of CPU time.

Yes, easily. 

 

Who knows what Intel will do with their naming scheme. With AMD now using the "X" prefix in their chipsets kind of throws a spanner in the works as it's making things more complicated. Maybe X199 or maybe they'll go the Microsoft route and go with X1 for some reason.

The 6700K doesn't use LGA 2011-3 it uses LGA 1151 so find a Z170 board.

With ease. I had a 2.8Ghz i7 sandy that would handle 100+ chrome tabs while i was in visual studio.

all of them take some small amount of CPU time, but unless they're doing any real work in the background (loading webpages, rendering, making a graph of temps, etc.) it shouldn't be significant/noticeable.

the 6700k has 4 hyperthreaded cores that can run at 4.7GHz each. Believe me, it'll be FINE.
