The worst it'll do is melt if your PSU gets hot enough.

Granted that'll release toxic fumes but I'm guessing it's a very small amount so you shouldn't have anything to worry about as it shouldn't be enough to insulate any of the components.

Styrofoam softens at 100-110c,but it melts at 200-240c. Yeah it's not great to have it in there but you have more concerning problems if it's able to melt
