1: a processor with a high single core performance, those games prefer speed over cores. a 4 core should be good. it all depends on your budget, you will see performance gains all the way up to an i7 7700 but the performance increase per dollar diminishes quickly. the best way to find out, is to simply look up benchmarks of the cpu's running the game with the GPU you want to pair it with. if the cpu gets bottle necked ram will matter in performance, good ram will increase fps, but that too diminishes after some point.

 

2: what do you mean by best processor match? the best processor is the i7 7700 hands down but the performance gap between the i7 7700 and the i5 7600 is pretty small at 4k. 4k requires a less powerful processor than 1080p because it puts more strain on the gpu than on the cpu. generally, the higher fps you want the better cpu you need, untill your gpu is at 100% load.

1. Most E-sport games highly benefit from a better CPU. The I7-7700 has one of the best (if not the best) single core performance.
2.The 7700 without the overclock shouldn't bottleneck a 1070 (especially at 4k since at high resolutions the CPU has less to process). If it's in your budget, i would go for the K version for future proofing the system.

Also, to answer your question. Esports games are usually high fps games. A higher single core and higher general speed will help you achieve those higher framerates more readily. Generally a better cpu will last longer so getting the best cpu you can now will help you long run. 

 

The answer to both your questions will generally be the 7700.

Until you go play BF1, The Witcher 3... Other well optimized games to take advantage of the threads which is becoming mainstream, would go 7700 regardless if budget allows.

  • Best 1080p : Nvidia GeForce GTX 1050 on a G4560
  • Best 1080p : AMD Radeon RX 480 (4GB) on a G4560
  • Best 1440p : Nvidia GeForce GTX 1070.on a 7700
  • Best enthusiast  Nvidia GeForce GTX 1080.on a 7700
  •  best 4K : Nvidia GTX 1080 Ti With a 7700

but none of those are esports which is what OP asked. esports generally don't see a big performance difference with more threads.
