i have 2 computers and i was thinking about using one of them as a streaming PC. what does a streaming pc need?

A cpu, ram, hdd, capture card, gpu or igpu, internet connection, psu, mobo, and optimally a case. What are the specs of the streaming machine? Does it have a display input?

Thats exactly what capture cards are for. PCs don't have video inputs by default. Any capture card will work.

Don't really know any. I got i7 if I ever need to stream again. But Elgato cards are good ones. Avermedia is the other better brand, but their software seems to be hit and miss in times (based on what I've read here).

Elgato is the household name I've heard the most. I don't steam/capture besides Nvidia Shadowplay though so take that with a grain of salt.
