New highend PC is under performing bad

I really don't know what's my issue here.

I get low FPS in Battlefield 1 (less than 80 fps on max settings and I get about  120 fps on the lowest settings)

In overwatch I get 80 FPS on some maps (in the 1v1 map i get about 200+)
League of legends I get 80 - 144 (it use to be 144 now it's bad)


I contacted overwatch, the told me to try a couple of things. Nothing worked.

I contacted Nvidia, made a post on their community as well. No help at all.

 

I also notice I get high CPU usage for some reason.

What I have tried
-------------------

Uninstalled the games from my HDD

Installed the games to my SSD

Put the settings at LOW.

Render is at 100% (in OW)

uninstalled with DDU and reinstalled drivers (6 times)

I have went into power options made it high performance

I went into Nvidia Control Panel and in 3D settings I made power management mode to Prefer Maxiumum Performance (slight improvement)

In Nvidia CPanel I made Adjust Image Settings With Preview to Performance

I uninstalled Razer Syanpse, GeForce, Xbox DVR

I disabled my start ups - anti malware bytes, lightshot, syanpse, geforce, skype, steam, battle.net pretty much everything that I can close.

my system is clean from dust, it's a brand new PC and i clean it often.

updated all my drivers.

windows 10 (64 bit) also fully updated.

no viruses / malware.

no browsers or anything extra running in the background.

disabled my CPU overclock

Tried older drivers and newer. (gpu drivers, 6 different versions)

Tried GeForce optimized settings.

Tried a different user account

Uninstalled GeForce
Disabled ALL start up programs on PC.
Used CCleaner to clean browsers and etc... reg clean
Uinstalled SEVERAL games, freed up a lot of space.

 

 

Why am I getting such shit FPS in my games? Why do I get high CPU usage on basic games like League of Legends? Even on Idle it's higher than normal. There are people with gtx 970 with a i5 getting better performance than me. I don't know what to do anymore. I don't know if it's my GPU, CPU, RAM, PSU. I don't know what's my issue.

I am not sure how to check but on MSI After Burner my GPU shows 1607 - 2000MHz

Did you already wipe your GPU drivers with DDU then reinstall them?

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

6 Times. I even tried several different GPU drivers from old to latest. Nothing helped.

GPU-Z for example show the clock speeds. You have to then just check the specifications of your card to see it. I highly doubt that´s the problem but you never know

I have a 1070 myself but LoL is pretty much fucked up for me since two patches. I used to watch streams in the background but i can´t do it anymore because my FPS drop every few seconds to 30 with little freezes.

Make sure as you game that your 1070 is mantaining clocks over 1800MHz

Sometimes I believe it's the boostclock but it goes to 2000mhz so idk if its my GPU thats giving me this crap FPS

is totally fine, so I would rule out a GPU hardware issue.

Anything over 1800 should be fine.

 

You should download MSI Afterburner, and through it set up an On-Screen Display. That way you can set it up to show you your CPU temps. GPU clockspeed, memory usage, and everything that could be an issue in hardware, while you game. After that do show us a screenshot of the game with said display so we can take a look.

I can't find anything about On-Screen Dispaly in MSI After Burner

Did you do a clean windows install or did you copy it over from your old system?

 

Issues can very hard to solve. My sisters new high-end PC would often timeout when browsing the web. It took my multiple weeks to find the source of the problem and i gave up a few times.

It's a brand new PC. I have a clean install on Windows 10. And it's a purchased Windows 10, not cracked. My mobo never had any OS on it.

I only have a laptop which has a failing HDD that's going to die very soon. It has windows 7.
