Double check those settings, I think you have a frame lock active somewhere in there.  Most games have them and its not always easy to find.  Nothing else really explains whats going on here

DDU and reinstall GeforceExperience and let it install the drivers on auto, that fixes a lot of issues, also careful not to cause instability by OCing too much.

That is true in fact Assassins Creed Brotherhood, Revelation and 3 all have frame lock active by default on 60fps which sucks really bad because my GPU will downclock and that causes stuttering.... but then again it is Ubishit.

Something makes me feel like it did an auto check of hardware and went, nah 30fps max (X

You might have something using CPU resources while gaming.  Could be a virus or malware.  Could be other software or processes running in the background.  

 

Your CPU and GPU are well matched and you should not see a big bottleneck.

Well, that CPU was both hyper-threaded and paired with a really weak 960m

Assasins cread syndicate is very cpu intensive it probly cant keep up

You should have no problems running that game with those specs. That i5 really shouldn't bottleneck. My friend records that game with a 970 and an old garbage i7 at 50-60FPS on a 1080p moniter.
