Plug it directly in the PSU with a 3pin to molex adapter?

Or adjust the fan control in the bios (you should have it somewhere)

But seeing the temperatures on that screen, I wouldn't call that "hot". 70+ is "hot"

see if the fans speed up when the CPU is under load.

BIOS puts almost zero load on the CPU, so it makes sense that the fans run slowly.

Have you gone into windows and run a proper test to see the temperature under load?

Have you applied thermal paste and removed any plastic covers on the CPU cooler?

Is the cooler mounted correctly?

Is the fan always at 300rpm? it could be damaged, or you plugged it into the fan header in the wrong orientation?

Even with the fan that slow it should not be reaching 90C at idle.

Is the pump running?

You followed instructions on how to plug it in right?

Does it plug int sata or a fan header?

sata

Double check it is plugged in, if your drives are getting sata power then your pump should be too.

Then try to touch or listen to the CPU block, if there is no vibrating or buzzing at all then the pump is dead.

You will need to RMA it to corsair...
