Windows 10 Minor Freeze

Hi, I'm not sure if this is the right place to post this, but whenever I load counter strike its like windows 10 freezes and so does google chrome, the system freezes for 2 seconds and then unfreezes. Like I'm watching twitch.tv and whenever I load a game it crashes chrome and system freezes for 2 seconds.

 

I was wondering if there is a fix for this?

Sounds like a CPU bottlenecking issue

 

This belongs in the Troubleshooting thread but a mod will move it, so it's fine

when u load it up is anything hitting 100 like disk

when I load up a game @Vernw3

because the system is fine until I load a game and then its freezes for a second or two
