cant get pc game to work

so i just downloaded black ops 3 from steam.  everytime i try and load it, it says its running but nothing happens.  i made sure that all the files were downloaded and even when i go to task manager it says that it is running in the background.  when i started it for the first time, my screen went black and nothing happened so i forced quit.  now when i load the game it says would you like to boot into safe mode and it dosent matter if i hit yes or no, it still wont load.  it only loads in the background.  any ideas without re installing the game?

ive already tried resarting my pc do i really have to reinstall the game, it took forever
