Is it possible to send any type of data connection through any type of wire?

That VGA to UTP conversion box requires all 8 conductors (four twisted pairs) to be present. It's not going to work with a four (or six) conductor telephone wire.

 

An IP-based KVM solution might work, but only if the telephone wire is able to provide sufficient Ethernet bandwidth.
