Hardly enough to make it a big deal, but most intensive CPU titles will suffer some performance loss that you could feel of, check the video below it gives you a great idea of what to expect from it.

In games that require CPU horsepower then yes you'll have a slight bottleneck, in games that require GPU horsepower you'll be fine. But honestly it doesn't make sense to buy an RX 480 and pair it with such a low-end CPU, it would make more sense to get a GTX 1050Ti 4GB.
