If you want a really good value then get a 480. The XFX one is probably the best. But look up benchmarks for what games you are going to be playing first. The reason I recommend the 480 though is because of how well it runs in DX12 which is what future games will use so the 480 will (probably) last you longer. I'm not sure if the sale is still going on but last week I got an ASUS Strix RX 480 8gb for 215$ after the rebate off amazon. If the sale is still a thing I would recommend that. But after saying all this you need to find out which one does better in the games you are gonna be playing.

RX480, it just tanks on through on every game, without having to worry about if it'll suck on DX12 or vulkan, also if you're in the UK or even EU for that matter overclockers has a sick discount on the 480.

Show your friend a number of reputable reviews and benchmarks, performed using later/newer drivers. Digital Foundry is one source I rely on heavily to really see how games run because they show you frame rates and frame timing (which is arguably more important) without bias. Other sources I trust include; HWCanucks, GamersNexus, PaulsHW, Bitwit, PCperspective and Jayztwocents 

 

It is also important to NOT look at just one set of data, but compare data across a wide range of sources and then draw your conclusion. I would also argue that consistent frame timing or 'latency' is more important than overall frame rates. This isn't discussed nearly as much as it should be. You can have a game that runs at 60fps average, but if the frame timing is all over the place, it will still not "feel" smooth. Consistent frame timing makes for a better overall user experience, so don't forget to consider that metric as well.
