I've had a FEW HD7950's on my older rigs on PCIE 2.0 x16 and it was perfectly fine on many different systems all being compared.

PCIE 2.0 16x is the exact same bandwidth as PCIE 3.0 8x, which we all use these days for SLI/Crossfire and thats just fine too.

 

When you drop to PCIE 2.0 8x you may see a (1-2 percent drop) which you still can't notice.

Only when you use PCIE 2.0 4x will you see lower performance of a few more percent.... Depends on the usage as well.
