Android 5.1.1 vs Windows 10...for (console) emulators

So as the title suggests, which operating system would be better for PSP, NES, Gameboy SP/original, PS/PS2 emulators? 

 

The device in question is a Chuwi Hi10 Pro and it has the specs of this if you're wondering:

CPU: Intel X5 Z8300 (Quad core X86 CPU)

GPU: Intel iGPU ovb...

RAM: 4GB of something or the other

The rest is not really relevant so... :P 

 

But yeah, would Android or Windows be better for running dem emulators?

I mean I would personally test it but currently don't have time as the most important exams in my 16 years alive are coming up where they will determine which University I go to so...gotta study...not
