The i5-6400 might be a little overkill, but Minecraft is a bit of a CPU hog.

 

I speak from personal experience when I tell you that case is awesome for cable management.  I'm sure your son will also like the blue lights. :)

7500 isn't much h more and it has better 4k decoding

Which a 10 year old with a 1080p 60hz monitor is definitely going to use.  xD

 

I was already pretty high over the original $500, so I didn't see the need to tack on more money for something he won't use.

20 bucks more is worth the extra few fps and maybe the fps gap needed for a new game

There's maybe a 2 frame boost between them.  Look at the games she wants to run.  It's already going to pull off 200fps+ on the i5-6400. xD

again maybe in later games he wants to play kabynlake will do better and help to bridge the fps gap from 20 to playable

You're severely over-estimating the difference between the 6400 and 7500.  They're almost identical.  Sandy Bridge (second gen) and Kaby Lake (seventh gen) perform almost the same when put side by side.  The i5-6400 is already overkill.  There's no reason to spend an extra $20 just because.

Sandy bridge doesn't work well with windows 10

I wasn't actually suggesting buying a Sandy Bridge CPU (although I'm pretty sure that problem was fixed a few months ago), I was merely demonstrating how lazy Intel has gotten in terms of performance.  I don't feel comfortable suggesting the OP pay more money when I'm already over-budget.
