The $400 is a ripoff

Wow, if you think that PC you built for $600 is a good deal... well...

@Jodyf  That pre-built PC will do fine for him, for a year or two at least.  It will run the games and that is pretty much all he wants.

You could grab something with a modern quad core (Intel) and use the iGPU(integrated Graphics Processing Unit), until he demands more performance.  When that day arrives, you can upgrade the PC's gaming capability by adding an entry level, performance GPU... like an RX 470 for $150.

For a 10 year old, you don't need a fancy keyboard or mouse. Those are for hard-core gamers. I personally use a $1 keyboard I got at a thrift store. Getting something like this would be perfect. It's wireless, and the mouse isn't very big.

As others said, building a computer is pretty easy once you have the parts. I recommend watching some videos on YouTube. Linus did a couple of videos on beginner tips.

I think the wireless keyboard and mouse it linked might be a better option. Remember, it's for a 10 year old. A tiny mouse is going to be far more comfortable.  You could also go for an i5-6400 if there is a decent price difference, as you'll only see a 1-2 frame difference max. Other than that, I agree with your list.

Good point. I know building a PC is the best option, I just need to get some confidence and stop being fearful of doing it!

Nowadays, PC building is a simpler process than messing with Legos. The big things you need to be careful of are installing the cpu (pins are fragile), and making sure the motherboard standoffs are in place to prevent shorts. Aside from these two steps, PC building is a fairly painless process. I'd argue the more difficult part is actually researching what components to use. (current naming schemes are borderline cryptic and not at all self explanatory).

If possible, it would be good to have your son involved if you choose to build a pc.

you guys need to check the motherboards you are suggesting with the g4560 and make sure the cpu will work out of the box with it's current BIOS. no need to make matters worse. they do exist. but I would get a cpu that is known to work from the start.

I wouldn't suggest amd's old gas guzzling architecture at this point in time.

No OS, no mouse and no keyboard.  The 6500 + RX 480 (4GB) is more power than her son will use.  I would actually argue against getting it.  The performance of this build is the roughly the same and you are well over budget.
