HP Pavilion Factory Reset Problems (Windows 10)

I have an HP Pavilion. After almost a year of use I backed up my important pictures and files online. And decided to start a clean slate with my PC. I went into the "Settings," hit "Update and Security," I hit the "Recovery Tab," I hit "Reset Computer," and continued to hit, "Delete all files," and followed the directions according after, after it had said my computer was Reset, it restarted and showed a prompt that said something along the lines of, "Rest ptb or something" (it was like a BIOS prompt of some sort, PBT, I don't know what it was called exactly) I struck F1 as was promoted, and my computer has sat her for five hours now with an animated white dotted spinning wheel moving in circles over a black screen. How do I fix this? Do I wait? What's next?

I would just clean install windows using a Windows ISO file and go from there. I kind of don't trust the reset my PC feature all that much.
