So he ran the stress test and it says there is no thermal throttling but it is running at 90 degrees celsius, would you consider that too much?

90 c is way too much. Honestly, should've built a desktop, not a laptop.

How long? Run it for 10-30 minutes to stress it further

The thing is he just dropped $1,000 on something that was supposed to work so if he can't get his money back then that's a problem.
