I would put an ebay link but it is not allowed so uhm look around ebay for used parts, you will get there

With new parts it's easy. With used parts and such there's way too much variable, and it's a TON of work.

If you want to make an ultra cheap build that way, you're usually all on your own.

Not to mention you didn't say where you live. Kind of an important aspect.

Something like a Haswell i3 with a mobo and 8GB DDR3, a used GTX660Ti, 760, or 280/X, used 450W PSU and used case

 

OR a G4560, 4-8GB DDR4, and a flashed H110 mobo with the rest the same

I don't even know if that's an option.  I'm selling my i3 at a really cheap price, but even at that he won't keep the price under $250.  The only way is to go  Pentium.

There's an i3-4130 on eBay for ~$55 and a 4130T for $35

Those are ones that are currently being bid on, not final prices.   They also don't include heat sinks, so you'd need to buy your own.
