This should be in off topic, but to answer your question I think it refers to ACTUAL threats of violence not multiplayer related smack talk.

I don't think you would even need to PM anyone or post this in off topic or anything. "I'm going to pwn you with my no scopes" think about it for a second. You should instantly be able to tell that it isn't a threat. How nobody else has said this beats me.
