I have 2 Lan ports on my mother boards can use them both in the same time to increase bandwidth? as in use my modem and my neighbors

some things can benefit from having multiple networks connected to the internet at once, such as torrents and some other p2p programs, but overall unfortunately it does not work that way since your browser will choose the network with the highest priority set and ignore the other / use it as a failsafe. Public IPs will differ as well.

If they support teaming and you  use the PC for streaming content to your other devices you could see improvements when streaming to multiple devices. Other than that you could theoretically use SMB 3.0 if you have Windows 8.1 and higher and get faster connection to your NAS for example.

Could you please draw a picture or something showing how you would connect this together, because I am having a hard time picturing it.

You would have two cables coming out from your PC. But where does those cable plug into? Two separate modems? The same modem?

What do you want to achieve with this? It won't make your Internet connection faster unless you got a subscription that's above 1Gbps, which I doubt you do. If you connect it up properly, then you will get faster than 1Gbps local file transfers though, for example if you got a server or NAS at home.
