You know what's sad. I have to deal with so many of my client's IT departments exactly the same way.

 

We'll provide them a detailed list of requirements. How to install the OS, folder structure, mount points, etc, etc. Deadline always "comes and goes". Ask why they're not ready. "having some slight trouble executing". Push to help, find out always they're still on step 1. And it's always something simple like "create folder /output/public"

 

I've gotten to the point where I have literally written a script so now when client's inevitably ask, I tell them I'll do all their setup work for a fee, charge them more and run my 30 second script.

 

But this unfortunately seems to be the intelligence level of a LOT of private IT out there. (And I bet they all make way the heck more than me)

Sounds like they got hired by smaller firms that don't know how to recognize the experience/skill level of an IT admin.
