There was a "shortage" due to "low yields" at the end of last year.

 

In English, that means that the OEMs got to talking and decided that all these low prices were hurting their bottom lines, so they agreed amongst themselves to end the price wars and bump their margins back up a bit until people started asking questions.

I was about to build my first pc but I have to delay that because this is messing with my budget.

It could be due to the lithography.  I am not sure if they have rolled out the EUV lithography for sub 14 nm semiconductor processes.  But replacing existing lithography will all new EUV lithography would be very expensive.

Retooling from making 2d nand to 3d nand caused a shortage.  If you think it's bad now, wait til Ryzen is actually selling.
