I have noticed that they really dont. I just bought a 4790k and it was $350ish just like it was at release.

slightly, if it just came out the part will come down slightly as demand for the newest and best product decreases, but overall no it won't, if you are designing one in six months watch over 6 months what parts you want and then buy when you get the money in 6 months

I have seen the price of the i7 4790k rise over 50+ euro since the kabylake cpus released and the model of gpu i have rise over 100euro where i live so i would say no

Most items do. But if no New products are comming soon and or out already the price jumps might be minimal.  CPU seem to not move much but either does there Speed increases.  You might find more sales of an item and such aswell the longer its been out.  GPUs can drop a good amount depending but i dont foresee much since most are pretty new now obviously 6 months ago GPUs were much more per performance $.  maybe with Vega the 1070 or 1080 will drop a little but i doubt it. 

 

 

Overall i wouldnt plan it in your budget but you should be able to save some small amount but is the $1000 budget going to really matter if its only $950 in 6 months. Generation leaps are where most costs and performance come from. GPUs and CPUs are reletively new right now.

USA Here no Graphics cards jump $100 for being old  unless its a card thats no longer being manufactured and its some weird amazon seller or something which just means you cant buy the card anymore or shouldnt cause theres a newer better $FPS card or  just get it used if thats the card you want.

They only go down a lot if you buy used.

 

The reason is that it costs the manufacturer a certain amount of money to make a part, and they have to sell it at a certain price to maintain their profit margin.

 

When the part is obsolete, manufacturers are not going to keep making it and sell for less, since it likely costs them the same amount of money to make, if not more since obsolete materials are harder to find.

 

In that case, cost are too high, manufacturers would just discontinue that product and focusing on something that make them more money.

 

In conclusion, manufacturers are not going to keep making and selling obsolete products for substantially less money, the only way you can get big discount on old parts is from retailers trying to clear old stock

Nope. Long story short. Older parts get discontinued and replaced with newer parts instead of discounting older parts when introducing the new ones.
