1000€ Laptop for video/image editing

So my sister burnt her 2012 Macbook and she has come to me for advice on buying a new laptop.

She works with the adobe suite of products: ilustrator, photoshop, aftereffects and premiere (mainly edits video).

As Macs are expensive and she uses adobe products, I suggested she should use a pc. The max budget is, more or less, 1000€.

I've been looking some laptops but I'm not sure what she is going to need. So, what would you guys recommend buying? I think she mainly works 1080p content. Has to be 15" or smaller.
