Not with that motherboard you can't. Get a Z170 or Z270 board and you can (and should).

If I were you I would get a b250 motherboard and the I7 7700, you will cheap up a little and get the high end processing power you want with the newest gen.

You get more FPS out of a GPU OC rather than a CPU OC, but both boost performance.

It decreases a little though a processor has a life of 20ish years and I doubt you will  be using it after 10 years in the first place, No you don't need water cooler to OC, a 212 EVO would already allow you quite the room to OC.

You do not need a water cooler as long as you keep temps within a reasonable range.

I see nothing wrong on getting a GTX 1080 for a 1080p monitor, you will be able to enjoy all games with their graphical settings max out while having quite the future-proof for the resolution... and it will always be easier to sell an used 1080 then a 1070/1060... go to the used market nowadays GTX 980ti are still being sold a lot... can't say the same about the 960 and 970.

Yes, but most monitors are 60hz, meaning anything about 60fps won't show up.
