If hes gonna overclocking, go get k CPU and z motherboard, if not get non K CPU and h or b motherboard. Otherwise its a waste of money.

What resolution and quality is he playing games on? That will decide the GPU, and as @Gamessys mentioned, if he do more video editing and need its done fast then go for i7.

i helping my friend build video editing + gaming PC with $1200 budget (Video editing use adobe premiere pro)

RAM : 16GB
Storage : samsung 850 Pro 128GB + WDC Blue 2TB

RAM : 16GB

Seeing as though the only things that are different are the CPU and GPU it's depends on whether he does more gaming or video editing and needs more power for one or the other.  If he wants better graphics, fps etc then get the 1070 but if he needs the hyper-threading on the 6700 then get that.
