Difference between factory reset and restore

Had my PC for about 4 years it's getting a bit slow takes a while to load up, and does weird things like when i alt tab from overwatch my PC pretty much dies (only started doing that about a month go) and can't do anything without a massive delay. I talked to Microsoft and blizzard about it and they both said there was alot of error problems with my windows and other stuff that they couldn't fix and i'd need to wipe my PC. I'v put everything i want onto an external hard drive hopefully this is fix a few things or at least help. Should i restore of factory reset, thanks!

Or rather Restore only effects on Windows components and anything installed after selected restore point. But I do agree on factory reset being better in this situation.
